Toy Safety Testing

Toy safety testing verifies that toys meet the mechanical, flammability, and chemical safety standards of their destination market — EN 71 in Europe, ASTM F963 and CPSIA in the United States. Tetra coordinates and witnesses this testing through accredited third-party laboratories and verifies the resulting certificates; we are not a testing laboratory ourselves.

Coordinated and witnessed toy safety testing to EN 71, ASTM F963, and CPSIA — Tetra arranges testing through accredited laboratories, witnesses on-site checks, and verifies certificates, so your toys clear customs and retailer requirements.

Toy Safety Testing service — quality control inspection by Tetra Inspection

How Toy Safety Testing Works

1

Determine Required Tests

We identify the safety tests your toys need for each destination market and age grade — EN 71, ASTM F963, CPSIA, and applicable chemical limits.

2

Sample and Submit to an Accredited Lab

We draw representative samples and arrange analysis with an accredited, CPSC-accepted or EU-notified laboratory, independent of Tetra.

3

Witness On-Site Physical Checks

During a pre-shipment inspection our inspectors witness mechanical and physical checks — small parts, sharp edges, assembly, labeling — and confirm production matches the tested samples.

4

Verify Certificates and Documentation

We verify test reports, the Children's Product Certificate or CE documentation, tracking labels, and age-grade warnings against your products and market.

Key Benefits of Toy Safety Testing

Independent coordination — verification kept separate from the testing lab

Correct tests identified for each destination market and age grade

Accredited, CPSC-accepted or EU-notified laboratories arranged on your behalf

On-site witnessing that production matches the lab-tested samples

Certificate and documentation checks that hold up at customs and retail

Pairs with pre-shipment inspection and factory audit for full coverage

About Toy Safety Testing

Tetra Inspection helps toy importers and brands navigate toy safety testing — coordinating and witnessing the laboratory tests and on-site checks that prove a toy meets the safety standards of its destination market. Toys face some of the strictest product-safety regimes in the world, and a single non-compliant batch can mean a customs seizure, a retailer rejection, or a recall with serious liability. As an independent third-party inspection company, we arrange testing through accredited laboratories, witness mechanical and physical checks during inspection, and verify that every test report and certificate matches your products and your market. We want to be clear about our role: Tetra is not an accredited testing laboratory and does not issue test certificates — keeping our verification independent of the lab that performs the analysis.

What Is Toy Safety Testing?

Toy safety testing is the process of verifying that a toy meets the mechanical, physical, flammability, and chemical safety requirements set by the regulations of the market where it will be sold. The major frameworks are EN 71 (the European toy safety standard, required for CE marking), ASTM F963 (the US toy safety standard), and CPSIA (the US Consumer Product Safety Improvement Act, which mandates third-party testing of children's products by a CPSC-accepted laboratory). Different toy types and age grades trigger different tests — for example small-parts and choking-hazard checks for products intended for young children, sharp-edge and sharp-point tests, flammability tests, and chemical tests for restricted substances such as lead, phthalates, and migratable heavy metals.

How Tetra Supports Toy Safety Testing

Coordinate Accredited Laboratory Testing

We help you identify the tests your toys require for each destination market and age grade, draw and submit representative samples, and arrange the analysis with an accredited, CPSC-accepted or EU-notified laboratory. Because we are independent of the lab, our role is to manage the process and verify the outcome, not to produce the result.

Witness Physical and Mechanical Checks On-Site

During an on-site pre-shipment inspection, our inspectors perform and witness the mechanical and physical checks that can be assessed at the factory — small parts, sharp edges and points, seams and assembly integrity, and labeling and age-grade warnings — and verify that the production units match the samples that were lab-tested.

Verify Certificates and Documentation

We check that test reports, the Children's Product Certificate (CPC) for the US market, CE documentation for Europe, and required tracking labels and warnings are present, valid, and correctly matched to your products — the documentation customs and retailers will demand.

Why Independent Coordination Matters

Keeping testing and verification separate is a safeguard. Because Tetra does not perform the laboratory analysis or issue the certificate, our verification of your toys — and of the lab's paperwork — stays independent of the test result. You get a coordinator working in your interest to ensure the right tests are done, the production matches the tested samples, and the certificates will hold up at the border and on the retailer's shelf.

Build a Complete Toy Quality Program

Toy safety testing works hand in hand with physical inspection. Combine it with a pre-shipment inspection of your finished toys, a factory audit of your toy supplier, and our product-specific inspections for wooden toys, stuffed toys, and plastic baby and children's toys. Explore our full range of quality control services. We support toy importers across China, Vietnam, India, and 45+ manufacturing countries with global inspection coverage.
